Bylaws Amendment to Elect Alternate Representatives
WHEREAS The Snohomish County Democratic Central Committee Bylaws section 3.01.02 allows the 44th LD Democrats to elect and send Alternate Representatives to the Executive Board to serve and vote in the absence of our Representatives, and
WHEREAS the Bylaws of the Washington State Democrats Article IX Paragraph B, says “…only elected precinct committee officers and precinct committee officers appointed after the organizational meeting shall vote for … any representative the legislative district organization is authorized to send to other Party organizations”, and
WHEREAS The 44th LD Bylaws Section 11.1 details the method for amending the 44th LD Bylaws, including the requirement for Meeting Notice that a proposed amendment must be submitted in writing at the previous regular meeting in order to be included on the agenda;
THEREFORE BE IT RESOLVED that We, The 44th Legislative District Democrats hereby amend our Bylaws Section 3.9.1, Bullet 3, by replacing the words “Secures a proxy” with “Notifies an Alternate Representative”, and
BE IT FURTHER RESOLVED that we hereby amend our Bylaws to add a new section 14 after section 13, to read as follows.
14.1 Two County Alternate Representatives of different genders The 44th LD shall elect two Alternate Representatives of different genders to act as the male and female alternate representatives to the Snohomish County Democratic Central Committee.
14.1.1 Duties of a County Alternate Representative
- Serves as a 44th LD Alternate Representative to the Snohomish County Democratic Central Committee Executive board according to the bylaws of the Snohomish County Democrats.
- Performs the duties outlined in section 3.9.1 when serving as an alternate.
14.1.2 Executive Board County Alternate Representative may attend and speak at any 44th LD executive board meeting, but do not gain voting membership to the 44th LD executive board or other privileges by virtue of their election.
14.1.3 Election of County Alternate Representatives Only elected precinct committee officers and precinct committee officers appointed after the organizational meeting may vote for the Alternate Representatives to the Snohomish County Democratic Central Committee. Proxies are not allowed. Any Democrat residing in the 44th LD may be elected as an Alternate Representative without regard to whether each is a precinct committee officer, although membership is required to hold office. Alternate Representatives will serve two years, until the person resigns, or until their successors are elected or appointed or until the last day of November in each even numbered year.
14.1.4 Method of Replacement: If there is a vacancy in the office, an election at the next general meeting shall fill the vacancy in this office. Due notice of the election must be given when calling the meeting. If there is insufficient time for due notice, the election shall be held in abeyance until the next general meeting. The replacement shall not be of the same gender as the other County Alternate Representative.
14.1.5 Certification of Amendment 14.1
This Amendment is hereby adopted this 9th day of March, 2017.

Bylaws Amendment Regarding Voting Rights of Appointed PCOs
WHEREAS the Bylaws of the Washington State Democrats Article IX Section B says “In any legislative district organization, only elected precinct committee officers and precinct committee officers appointed after the organizational meeting shall vote for district chair, vice chair, state committeewoman, state committeeman and any representative the legislative district organization is authorized to send to other Party organizations, and on the adoption or amendment of bylaws”, and
WHEREAS the Bylaws of the 44th LD Democrats excludes appointed PCOs from such votes,
THEREFORE BE IT RESOLVED that the Bylaws of the 44th LD Democrats be amended as follows: in section 2.5.3, strike bullet 2, and in section 3.1, between “elected PCOs” and “may vote”, insert “and PCOs appointed after the biennial reorganization meeting”.
